I’m pretty computer illiterate, so I’d like it if someone could explain this to me simply. I have high speed internet through my cable company, and it has a download limit. If I download more than my quota for the month, my internet will start to slow down.
Does this mean that if I download more than my allotted amount of stuff, that even if my C drive is fairly empty (about 1/5 full), my whole computer will slow down?

I use At&t DSL.. My internet connection keeps disconnecting whenever our landline phone is in use? I just have a cheap 15$ cordless phone, is that the problem? I used to use a more pricey phone, but that broke, so I went the cheap route. I never had issues before, do certain phones have internet filters?
